Dr Dinesh Kumar Tyagi (Retd.IAS (President))
Dr. Dinesh Kumar Tyagi, a 1981 batch IAS officer from the Manipur - Tripura Cadre, has held various significant positions in both State and Central Governments. His illustrious career spans several decades and includes pivotal roles such as District Magistrate and Collector of North Tripura District, Managing Director of Tripura Road Transport Corporation, and Chief Executive Officer of Tripura Horticulture Corporation Limited, which he founded.
Dr. Tyagi also served as the CEO of the Tripura Autonomous District Council, Secretary for the Education and Tribal Welfare Department in Tripura, and Director in the Ministry of Finance, Banking Division
As Custodian under the 1992 Harshad Mehta Scam, he managed the sale of assets involved in the scam.
After his tenure as Principal Secretary of the Finance Department in Tripura, Dr. Tyagi joined IL&FS as CEO for the CSC project. In this role, he conceptualized and designed the CSC scheme, supporting its implementation in collaboration with the Ministry of Electronics and IT.
Dr. Tyagi continued to lead CSC SPV as CEO/MD until September 2022. Under his leadership, the CSC network expanded to over 5.5 lakh centers across India, delivering comprehensive G2C and B2C services, thereby promoting digital inclusion and empowerment.
Dr. Rishikesh Vinayak Patankar
Dr. Rishikesh Vinayak Patankar is a distinguished skill development and digital transformation leader with over 25 years of experience in e-Governance, research & development, ICT-led capacity building, and large-scale social impact initiatives.
He currently serves as Vice President – Government Programs at the National Skill Development Corporation (NSDC). His deep expertise in skill ecosystem development, digital literacy, financial literacy, legal literacy, government program implementation, and technology-enabled training will guide Local2Global Foundation in strengthening its women empowerment, livelihood, entrepreneurship, and community development initiatives.
His association with Local2Global Foundation will help us build scalable, sustainable, and impact-driven models for rural women, artisans, youth, and community entrepreneurs.
Raja Kishore Josyula
Raja Kishore Josyula is a distinguished rural-commerce and e-commerce leader with over a decade of experience in rural sales, digital inclusion, government partnerships, and market development initiatives across India.
He has held key leadership roles at Symphony Limited, Nearby Technologies, CSC Grameen eStore, and CSC e-Governance Services India Limited, where he played an instrumental role in expanding rural market access, strengthening digital ecosystems, and empowering rural entrepreneurs through technology-enabled commerce platforms.
As an Advisor Board Member of Local2Global Foundation, his expertise and strategic insights will help strengthen our efforts in creating sustainable livelihood opportunities, enhancing market linkages, and promoting entrepreneurship for women artisans, Self-Help Groups (SHGs), farmers, and Farmer Producer Organizations (FPOs). His guidance will support the Foundation in building scalable and impactful models for inclusive rural development.
